proportionate disregard for the rules

Do you castigate a man who isn’t there
Not watching your every pause
Eschewing you in silence
With tardy hooded gaze
His tinted windows glisten
He neglects to grasp the longhand
And fails speculative exposition
His crust, a hardened mould
Mad vanity, helion fiend
A pairing of putrified meat and dread
